You would need to pay feds almost twice as much as you do now (that 89.72% figure) just to get up to we pay 5% less than you would make in private industry in that area, and each fed should look at the dtcal payment number to see how much more you should be paid to hit that 5% less number, if the folk in dc actually abided by the law.
